The post holder will lead on the development of new and continued development of our current digital marketing brand products that aim to help support users with establishing healthy lifestyle habits.

The post holder will be responsible for delivering a portfolio of digital projects in accordance with Government Digital Service (GDS) digital standards (service and campaign standards) and be an internal advocate of Agile ways of working. They will have demonstrable ability to lead a multidisciplinary project team of researchers, tech teams, designers, developers and stakeholder contacts. We are looking for a candidate with strong interpersonal and negotiation skills who enjoys working in a delivery focused, agile environment and can lead digital change programmes. We are looking for someone who cares about technology and who knows how to make projects succeed, as well as stopping them failing!

The key responsibilities of the role are:

* To lead on the delivery, ongoing success and continuous improvement of the Marketing function's public-facing websites, mobile apps and digital products that support our brands and 'Life course' marketing approach;
* Contributing to effective planning, including defining the programme and portfolio process across the team, through understanding project needs and working with the Product Owners to define product roadmaps;
* To deliver and support Organic Search Strategy;
* To establish business needs, and to undertake product discoveries to understand user needs,

* To define user journeys, develop user personas and to create a product vision based on the findings;
* To manage the process of securing appropriate DH digital and GDS spend approvals and to undertake GDS digital assessments if and when necessary;
* To line manage a team of Digital Product Managers and other Digital specialists;
* Putting in place the initial processes and systems to ensure high performing well prioritised (agile) delivery teams;
* To deliver at pace, with a commitment to agile and continuous iterative development;
* Continuously monitoring and improving those processes; Delivering projects and products directly where appropriate, managing effective agile delivery teams. Providing guidance, mentoring and training in agile delivery across the team and wider network and contributing to capability raising;
* Ensuring digital products are built to an appropriate level of quality for the stage (Discovery/ alpha/beta/live) and meet the Digital by Default Service Standard;
* To establish business needs from across brand Marketing campaigns and Partnerships, and plan a robust, yet flexible, roadmap for delivery. Ensuring that sufficient budget and resource is available;
* To ensure that the digital marketing projects are built according to wider digital infrastructure, hosting and data standards as agreed
* To manage specific product development budgets including procurement, budget setting, profiling and reporting;
* To be a motivated, self-starter with an enthusiasm for high quality digital delivery. To be decisive, empowered and able to create a clear and engaging digital vision and be willing to share and communicate with colleagues and stakeholders;
* To take responsibility for managing the expectations of stakeholders with conflicting needs and demands, engaging with senior stakeholders, and developing a pipeline of customer adoption;
* To be responsible for assessing risks, scoping resource requirements and managing budgets and operating costs to ensure value for money and sustainable development of teams and services.

The successful candidate will be able to demonstrate all of the below: -

* Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
* Evidence of CPD in digital Agile practices and/or Government Digital Service (GDS) standards
* Post-graduate degree in Management Studies or equivalent
* Experience of developing highly engaging digital campaigns and/or products
* Experience using agile project management methodologies and methods
* Understanding of behaviour change theory and experience of applying models
* Demonstrable and robust knowledge of the industry, media and wider communication and marketing landscape
* Experience of commissioning a mix of digital teams and suppliers and sourcing digital expertise and resource, ideally in a government setting
* Knowledge of digital marketing techniques and how they can be applied to generate response or behaviour change including applying user needs and user experience to digital products and services
* Experience of using data to inform insight, planning, optimization and delivery of digital projects
* Experience of large-scale budget responsibility including budget, negotiation, setting and working knowledge of financial processes
* Experience of leading, motivating and inspiring matrix managed multi-disciplinary teams
* Experience of leading and executing programs of digital transformation and raising digital capability across teams
* Excellent project management skills, including identification and management of risk
* Persuasive communicator, both orally and in writing. Confident presenting arguments and options to senior audiences and ability to stand their ground where appropriate when challenged
* A passion for digital and the opportunity it prevents to improve the health and well-being of both individuals and families
